$86,502.00 – $105,144.00/yearUnder general direction, the 1824 Principal Administrative Analyst will work with the SFPUC’s Real Estate Services Division on finance, real estate and real estate-related projects for the SFPUC.
Essential duties include:
• Planning and performing the negotiation and administration of complex commercial real property proposals, leases, licenses, easements, purchase and sale documents and related documents.
• Administering the compliance process for complex commercial real estate agreements, directing the enforcement of commercial real estate terms and conditions, monitoring and analyzing commercial real estate expenditure activity in accordance with established budgets and spending plans, and ensuring timely and accurate commercial real estate reporting.
• Performing difficult and complex analyses to assist the Real Estate Director in budget development, administration and reporting; performing difficult and complex statistical analyses for budget monitoring, projection and reporting; developing guidelines and preparing the budget line-item narratives, analyses, recommendations and justifications for annual, supplemental and multi-year requests; monitoring departmental budget and departmental project and program budgets.
• Directing and conducting the administration for various complex commercial real estate agreements, including analyzing sensitive commercial real estate documents, analyzing commercial real estate expenditure trends, reviewing requirements for multiple funding sources, preparing account reconciliations, and performing commercial real estate compliance functions.
• Researching and compiling complex financial commercial real estate data from internal databases, the integrated accounting/purchasing system, and other sources in order to reconcile commercial real estate financial records and to identify and define problems, determine methodology, make recommendations with justifications, and accurately document findings.
• Responding to internal and external information requests, including those of a highly sensitive nature, regarding the status of commercial real estate accounts by analyzing information in commercial real estate documents or in general ledgers of the integrated accounting/purchasing system.
• Enforcing departmental commercial real estate policies, procedures, and requirements by preparing sensitive correspondence for internal and external audiences and by providing recommendations to internal staff and guidance to RES staff.
• Designing and producing commercial real estate financial status reports for internal and external use based on user specifications and procedural workflows.
• Establishing and maintaining effective working relationships with staff, senior management, representative of other departments/agencies, officials, and lessees and permittee, using strong oral and written communication skills in a multi-task environment.
• Depending on assignment, serve as project lead and assign, train, or direct the work of clerical, technical, and/or subordinate professional staff.
• Developing and administering the Division’s annual operating budget.
• This position may be requested to perform related duties as required.Minimum Qualifications:
1. Possession of a graduate degree (Master’s degree or higher) from an accredited college or university, and five (5) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR2. Possession of a graduate degree (Master’s degree or higher) from an accredited college or university with major college coursework as described in Note B, and four (4) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
3. Possession of a baccalaureate degree from an accredited college or university, and six (6) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B, and five (5) years full-time-equivalent experience performing professional-level analytical work as described in Note A;
SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
Notes on Qualifying Experience and Education:
A. Qualifying professional-level analytical experience must include four or more years of verifiable experience preparing present value cash flow analysis, cost/benefit analysis, net present value analysis, rate modeling, and analyzing financial condition of business or agency (PUC). Any remaining required experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1824, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1823 is considered qualifying. In addition, this position requires recent verifiable experience B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1824.Desirable Qualifications:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.- Possession of a master’s degree or higher from an accredited college or university, preferably with major coursework in public policy, public administration, business, accounting, finance, statistics, economics, or a closely related field.
- Extensive experience with business-related computer applications, including Microsoft Office programs such as Word, Excel, PowerPoint and Microsoft databases.
- Extensive experience creating and populating Excel workbooks with related worksheets and imbedded formulas and effectively navigating applications and databases for property and financial analysis.
- Excellent analytical, organizational and documentation skills.
- Experience performing budget and financial analysis.
- Experience with commercial real estate rental rates.
- Experience analyzing data and summarizing results into management reports and schedules.
- Commercial real estate finance experience.
- Experience with various research methodologies related to budget and/or financial analysis.
