    The 1825 Principal Administrative Analyst II plans, leads, organizes, supervises and conducts important, difficult, complex and sensitive analytical work that has substantive impact on SFPUC operations. This position requires experienced leadership and hands-on real estate asset and facility management responsibilities. This position maintains senior levels of responsibility with greater independence of action and consequence of error in handling the most complex negotiating/permitting/leasing activities; handles significant property issues and supervision of various professional and support staff; accounting and billing issues; problem-solving by analyzing issues, making recommendations and taking appropriate actions; conducting market research using technological tools and applying real estate principles to ensure the maximum economic utilization of SFPUC lands and properties. The decision making and impact of the work by an employee in this position potentially involves millions of dollars.

    This Principal Administrative Analyst II functions as a manager overseeing lease administration accounting operations and compliance; manages projects to improve and automate the real estate business processes of the Real Estate Services Division; coordinates internal and external audits; reviews audit findings and prepares department responses; performs complex revenue and expenditure analysis; researches and responds to informational requests; establishes, maintains and fosters harmonious working relationships with those contacted in the course of work; manages the stress of last minute projects in a fast-paced environment effectively and efficiently; supervises staff. Projects include the implementation of a new lease administration software system.

    Essential Duties include:
    Project /Practice Management
    • Creates and executes real estate project work plans and updates as appropriate to meet changing needs and requirements.
    • Identifies resources needed and assigns individual responsibilities.
    • Manages day-to-day operational aspects of the most complex real estate projects.
    • Reviews deliverables prepared by team before passing to senior management.
    • Effectively applies methodology and enforces real estate project standards.
    • Prepares for quality assurance procedures.
    • Minimizes exposure and risk on real estate projects.
    • Ensures real estate project documents are complete, current, and stored appropriately.
    • Leads proposal efforts including completing real estate project scoping and assessments.
    Project Accounting and Financial Management
    • Tracks and reports team hours and expenses on a weekly basis.
    • Manages Real Estate Services Division and project budgets.
    • Determines appropriate revenue recognition, ensures timely and accurate invoicing to lessees and permitees, and monitors receivables for real estate projects.
    • Follows up with lessees and permitees, when necessary, regarding unpaid invoices.
    • Accurately forecasts revenue, profitability, margins, bill rates and utilization.
    • Drafts legal documents for real estate projects and assures they are completed and signed. 

    Communication
    • Works closely with staff within the Department, other City departments, and lessees and permitees.
    • Prepares excellent and timely written and oral work product to ensure project goals.
    • Facilitates team and client meetings effectively.
    • Effectively communicates relevant project information to superiors.
    • Delivers engaging, informative, well-organized presentations.
    • Resolves and/or escalates issues in a timely fashion.

    MINIMUM QUALIFICATIONS:
    1. Possession of a graduate degree (Master’s degree or higher) from an accredited college or university AND seven (7) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

    2. Possession of a graduate degree (Master’s degree or higher) from an accredited college or university with major college coursework as described in Note B and six (6) years full-time equivalent experience performing professional level analytical work as described in Note A; OR
     
    3. Possession of a baccalaureate degree from an accredited college or university and eight (8) years of full-time equivalent experience performing professional level analytical work as described in Note A; OR

    4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and seven (7) years full-time equivalent experience performing professional level analytical work as described in Note A.

    SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

    Notes on Qualifying Experience and Education:
    A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1825, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1824 is considered qualifying. In addition, this position requires recent verifiable experience preparing present value cash flow analysis, cost/benefit analysis, net present value analysis, rate modeling, and analyzing financial condition of business or agency (PUC).

    B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1825.

    Desirable Qualifications:
    The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
    - Possession of a master’s degree or higher from an accredited college or university, preferably with major coursework in public policy, public administration, business, accounting, finance, statistics, economics, or a closely related field.
    - Extensive experience with business-related computer applications, including Microsoft Office programs such as Word, Excel, PowerPoint and Microsoft database.
    - Extensive experience creating and populating Excel workbooks with related worksheets and imbedded formulas and effectively navigating applications and databases for property and financial analysis.
    - Excellent analytical, organizational and documentation skills.
    - Experience performing budget and financial analysis.
    - Experience with commercial real estate rental rates.
    - Experience analyzing data and summarizing results into management reports and schedules.
    - Commercial real estate finance experience.
    - Experience with various research methodologies related to budget and/or financial analysis.
