DEPARTMENT: HEALTH EDUCATION, ALAMEDA COUNTY
CLASSIFICATION: REGULAR FULL-TIME 100% (BASED ON 40 HR WORK WEEK)
REPORTS TO: BUSINESS AND COMMUNITY RELATIONSHIPS DIRECTOR
STATUS: EXEMPT (NON-UNION POSITION)
SALARY: NEGOTIABLE + FRINGE BENEFITSABOUT THE POSITION: Under general direction the individual in this position is responsible for the management of the Community Health Education (CHE) Section of the Health Education Department in Alameda County. Monitors, analyzes and evaluates existing health education services and new legislation for its impact on health education, prevention and outreach programs. To ensure compliance with program policies and standards for services under contract to assure continuity and quality of services.
MINIMUM QUALIFICATIONS:
1. Requires the possession of a Master’s degree in Health Education or related field, with five years of successful experience in a progressively responsible administrative or supervisory capacity of Community Health Education projects or an equivalent combination of education and experience.
2. Experience working in a community based organization serving clients from diverse backgrounds.
3. Knowledge of Community Health Education theory and practice.
4. Experience designing, implementing and evaluation of Community Health Education, Outreach and Prevention programs with a focus on Latino populations.
5. Knowledge of Evidence Based programming, Harm Reduction and Community Health Outreach practices.
6. Experience managing grant contracts, developing budgets, and supervising personnel.
7. Quality assurance and risk management experience required.
8. Ability to assess community, agency, and departmental needs and delegate responsibility; develop and plan programs; write grants and proposals; plan and conduct health education programs; develop training activities.
9. Creative problem-solving skills and ability to exercise sound judgment in quickly evaluating situations and rendering prompt decisions.
10. Excellent organizational, administrative, verbal, and written communication skills.
11. Strong interpersonal, leadership and team building skills required.
12. Bilingual English/Spanish strongly preferred.DUTIES AND RESPONSIBILITIES:
1. Plans, develops, coordinates and supervises the activities of Community Health Education sections in Alameda County, including youth services, domestic violence, substance abuse and HIV prevention services.
2. Develops and initiates policies and plans for overall operation of community health education sections establishing goals and priorities.
3. Responsible for developing and evaluating quality assurance and risk management activities for Community Health Education services in Alameda County.
4. Conducts and reviews Community Health Education staff assignments, performance evaluations, grievances, and disciplinary procedures.
5. Develops annual department budget estimates; controls subsequent expenditures within authorized appropriations; analyzes financial accounting of expenditures and prepares forecasting reports.
6. Works with the Clinical Health Education Manager and CHE Manager from Contra Costa/Solano County to promote cross-county coordination of clinical and community health education programming.
7. Works with the Clinical Health Education Manager and CHE Manager (Coco/Solano) to develop and implement quality assurance standards for clinic wide health education services.
8. Acts as community health education consultant to departments.
9. In coordination with the Planning Department prepares grants and proposals to enhance the activities of the department; develop public relations and health education materials as necessary.
10. Oversee the implementation of La Clinica’s emerging initiatives as they relate to community health education in Alameda County.
11. Maintains and develops liaisons with health care and social services agencies, labor, industrial, private, public, and community organizations.
12. Maintains a high standard of care and personnel performance, controlling costs and maintaining sound organizational relationships.
13. Responsible for the collection of statistics and the timely submission of records and reports.
14. Staffs the Board’s Community Action Committee.
