HR Manager (oakland west)

  • The East Bay Community Recovery Project (EBCRP) is a non-profit organization in Alameda County that aims to reduce the impact of substance use, mental illness, and incarceration in our community. We have offered a wide range of programs since 1989. We provide or coordinate comprehensive, high quality services that address the full spectrum of needs: treatment, education, employment, medical care and housing. We currently have three locations in Alameda County, Downtown Oakland, West Oakland and Hayward. “EBCRP’s Mission is to support the well being of the community by providing comprehensive services for mental health, tobacco, alcohol, and other drug abuse and related health problems.     The HR Manager reports to the Associate Executive Director and is responsible for all Human Resources related activities for the agency. This position provides advice, assistance, and follow-up related to agency policies, procedures, and documentation. This is a part-time position at 30 hours/week.

    DUTIES & RESPONSIBILITIES:
    • Work closely with management team to define Human Resources strategy
    • Develop and implement employee retention engagement initiatives
    • Investigate and resolve all employee relations issues
    • Develop and implement communication strategies to ensure clarity of performance expectations
    • Coordinate management training in interviewing, hiring, separation, promotions, performance reviews, safety, and harassment.
    • Create, manage, and continually audit, employee handbook and Human Resources policies and procedures
    • Ensure that agency practices are in compliance with the law
    • Oversee the hiring and separation process and maintain a key role in recruitment and background screening.
    • Review/evaluate/set employee salary scale
    • Plan and conduct new employee on-boarding process.
    • Plan and conduct exit strategies/interviews for departing employees
    • Administer COBRA program for compliance
    • Provide guidance/coaching, to managers, supervisors and employees dealing with a diverse range of work-related issues.
    • Display appropriate judgment and skill in conducting investigations and possess mastery of local, state and federal labor laws.
    • Review all outside contractor contracts
    • Manage all Leaves of Absence
    • Manage life cycle of annual employee evaluations, including communications of timeline to all staff and status of evaluations
    • Manage licensing and certification process for staff, including collection and filing of certificates, licenses, registration information, class schedules, and training documentation.
    • Special projects — as needed

    • Must be a self-starter with excellent follow-through skills
    • Must also have ability to work with diverse staff, clients, and volunteers
    • Exceptional organizational skills with reliability and consistency in work performance
    • Ability to work collaboratively with individuals(s) in other teams, divisions, and organizations
    • An extreme focus on good judgment with a proactive approach to problem-solving (solution focused)
    • Ability to work with minimal to moderate supervision
    • Ability to maintain a professional demeanor with great interpersonal and communication skills
    • Ability to multi-task with the capability to learn quickly and integrate efficiently
    PHYSICAL REQUIREMENTS
    Physical Fitness to perform job duties including but not limited to:
    • Ability to lift 10 lbs regularly and up to 20 lbs. occasionally
    • Ability to perform routine bending/stooping while filing
    • Ability to perform routine twisting/reaching while working at computer/desk
    • Ability to perform routine and extensive walking/standing during course of the day

    QUALIFICATIONS
    • Minimum of a Bachelor’s degree in Human Resources, Business or Organizational Development
    • 3-5 years related experience in the field required
    • Must be able to maintain strict confidentiality
    • Excellent written and verbal communication skills
    • Specialized training in employment law, organizational planning, employee relations
    • Familiarity with basic computer applications, including Microsoft Office.
    • Has knowledge and ability to work in a community and agency structure
    • Good communication skills and ability to create a caring and supportive therapeutic alliance.
    • Bi-lingual (Spanish) capability a plus
    • Valid California Driver’s License
    • Pre-employment drug screen required

    COMPENSATION: $68k per year. This is a part-time position of 30 hours/week with a prorated salary of $51k. EBCRP offers health insurance, dental insurance and retirement contribution.
