SUMMARY:
Position has duel responsibility for the Hayward, CA and Fort Worth, TX manufacturing plants.
Will develop, plan and administer policies relating to all phases of human resources activity including employee relations, compensation and benefits, recruitment, performance management and all other employee management processes. Manages and coordinates all safety and health activities. Manages policies, procedures and practices relating to compliance with company, local, state, and federal safety regulations. Plans, directs, and implements organization safety programs to ensure a safe, healthy, and accident-free work environment.ESSENTIAL DUTIES AND RESPONSIBILITIES:
Recruiting and On-boarding:
• Developing and managing the recruitment process to fill open positions. This includes soliciting, reviewing and evaluating applications and resumes, scheduling and conducting interviews, administering evaluations and screening candidates.
• Preparing and updating job descriptions.
• Developing relationships with outside recruiters, including negotiating fee arrangements and monitoring all billings.
• Interfacing with and negotiating with temporary employment agencies for temporary employment services and cost-effective billings.
• Manages the new hire process which includes preparing paperwork for new hires, planning and conducting new employee orientations.
• Ensure that new hire documentation (i.e. company agreements, I-9, W-4, etc.) are timely and properly completed; and that new employee is reflected in all internal systems.Employee Relations:
• Serves as a key member and an advisor to the Plant Management Team on employee relation issues. Partner closely with the General Manager not only as an H.R. Leader but as a business professional.
• Creating new Plant policies and modifying or delete existing policies as needed.
• Developing new forms and modifying or delete existing forms to facilitate HR objectives.
• Responding to inquiries regarding policies, procedures and programs.
• Organizing and maintaining employee records; ensuring that employee files are complete and up to date, and that all employee actions are properly documented.
• Administering salary administration and the performance review process to ensure effectiveness and compliance.
• Conducting wage surveys within labor markets to determine competitive wage rates.
• Preparing reports and recommending procedures to reduce absenteeism and turnover.
• Develop and implement Plant H.R. strategies that are aligned to the Corporate H.R. goals and strategies.
• Represents organization at personnel-related hearings and investigations.Training:
• Developing and conducting management training on interviewing, hiring, terminations, promotions, performance reviews, and sexual harassment.
• Providing staff training regarding HR policies and procedures.
• Identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, and reporting are in compliance.Compliance:
• Manage workers compensation claims closely with Management and with the doctors to ensure an open dialogue in order to effectively monitor and implement applicable workers compensation Federal and State requirements as well as maintaining the records and managing the claim to close.
• Investigating incidents of employee misconduct, preparing report and making recommendations, preparing and conducting corrective actions; overseeing the implementation of development plans; ensuring the follow up on disciplinary matters, ensuring completion of proper documentation.
• Managing and overseeing the termination process, determination and approval of termination decision, including: preparation of termination paperwork, scheduling and conducting the exit interviews, notifying employee of COBRA rights, if applicable, preparation of final paycheck, audit and close employee file and necessary changes in HRIS system.
• Ensuring that the company is in compliance with all applicable statutes and regulations governing employees (including without limitation, the Americans with Disabilities Act, Family Medical Leave Act/California Family Rights Act, Title VII of the Civil Rights Act of 1964, Fair Labor Standards Act, CAL and Federal OSHA requirements with respect to posters, notices, announcements, and any other matter concerning compliance.Safety:
• Plans and implements safety policies and procedures in compliance with local, state, and federal Occupational Safety and Health Administration (OSHA) rules and regulations.
• Plans and implements programs to train managers and employees in work site safety practices, fire prevention, and correct handling techniques for chemicals, toxins, equipment, and other materials.
• Prepares studies and analyses of industrial accident causes and hazards to health for use by company personnel and outside agencies.
• Inspects organization facilities to detect existing or potential accident and health hazards, determines corrective or preventative measures where indicated, and follows up to ensure measures have been implemented.
• Provides information, signs, posters, barriers, and other materials to warn of potential and actual safety hazards and to prevent access to hazardous conditions.
• Leads the investigation of accidents and injuries and cooperates in the preparation of material and evidence for organization use in hearings, lawsuits, and insurance investigations.
• Compiles and submits accident reports required by regulatory agencies.
• Represents the organization in community or industry safety groups and programs.
• Oversee the Process Safety Management requirement(s) for the plant
• Maintains safety/environmental files as required.QUALIFICATIONS:

• 7 to 10 years related experience; with a minimum of 2 years in a senior manager role in HR with oversight experience of minimum 2 direct reports
• At least 3 years HR experience in Manufacturing environment
• Demonstrated experience in organizational development, performance and succession management.
Strong interpersonal and influencing skills with ability to interact at all levels; Proven ability to maintain confidentiality
• Strong working knowledge of MS Office suite of products (Word, Excel, Project and PowerPoint)
• Solid project management skills
• Strong working knowledge of various leave management policies such as: FMLA, STD, LTD and Workers Compensation
• Strong organizational abilities and able to provide attention to details
• Bilingual (Spanish) a must
• SHRM or PHR would be a plusPHYSICAL REQUIREMENTS:
Position is characterized as active work. Job demands may require long periods of sitting; long periods of standing; telephone work and/or computer work as well as interactions with other employees and vendors; filing in lateral and upright file cabinets. The employee frequently is required to use hands to finger, handle or touch. The employee is occasionally required to reach with hands and arms. The employee may be required to lift and/or move up to 10 pounds. The employee must be capable of working in hot or cold environments for short periods of time.
